Herndon resident David Arias Sandoval has been identified by investigators as the person riding a 2021 Kawasaki motorcycle shortly before 2 p.m. on June 27 when he crashed.

Investigators say that Sandoval was traveling at a high rate of speed north on Route 28 when he attempted to pass a Nissan Rogue, which he struck, sending debris into a nearby Volkswagen Taos and setting off the fatal crash.

Sandoval was pronounced dead at the scene by first responders, and the driver of the Nissan was taken to the hospital for treatment and evaluation of non-life-threatening injuries.

Detectives are now working to determine whether alcohol was a factor in the crash, which remains under investigation.
